As Katrina was bearing down on New Orleans, Bush and Chertoff were being advised about how bad things looked (even by "Brownie"). Neither had any questions. After the meeting, Bush advised local officials that "everything was under control."

Of course, nothing was under control. It was probably the start of the biggest government cockup in decades, if not centuries.

And what did President Bush say after the fact, to quell the anger? "No one could have foreseen this."
