Rockwell did have some oddballs for models. If Clemens was from NY, it would seem slightly displaced, but the depiction in the movie AR, would say this fellow isn't fat enough...

Love Rockwell's work. Modelled some of my own style of illustration after his before the airbrush became my companion...

It is entirely possible he used both for the model...he worked from photos. It would have been easy to use parts from both people; he also did other illustrations that contained police officers, and he tended to use whoever was around at the time he needed a model. I know I read an article at one time that was an interview with Officer Obie, and he mentioned that he had modeled for Rockwell.

Would you perhaps have a link to that interview? That sounds fascinating.
