No, that was deliberate. Enron hadn't Blundered onto the scene at that point! They would have increased the rates for the light and then turned around to cause rolling brown-outs to raise the rates even higher!

I know this could be a Pandoras box, but, last Sunday in my area there was a double homicide, an 18 year old boy shot and killed the parents of a 14 year old girl he was dating. The common theme that constantly reverberates from the TV and radio is they were percieved to be good Christian kids from good Christian Homeschool families. And, recently not to far from me, there was a local deacon in a church who was considered a good upright Christian leader in the community who murdered a number of youngsters in a bizarre sex related homicide spree. I actually think this is becoming more common and it seems to be linked to the fundamental Christian movement. I mean, Pat Robertson, the head guru of the religious fruitcakes, is suggesting assasination and community excommunication as viable approaches in this world. Make me wonder, what is being taught in this bizarrre world of hatred and ritual. THere are some serously dangerous socio-pathic issues in the Christian community (not to mention the bizarre Catholic child abuse episodes) that I don't believe is getting enough exposure. It is as if questioning anything these people are doing is sacreligious (which makes no since at all to an athiest like me). Anyone else getting this feeling?
